Strategies and Methods for Informing Risk Management
The Homeland Security Studies and Analysis Institute in Washington, DC (HSI @ http://www.homelandsecurity.org/) has released a White Paper by Dr David H. McIntyre entitled “Strategies and Methods for Informing Risk Management: An Alternative Perspective.” Dr McIntyre is a Distinguished Visiting Fellow at HSI.
The white paper was requested by the Directorate of Science and Technology within the Department of Homeland Security. The purpose is to provide a new and different strategic and operational perspective on an enduring intellectual challenge — how to promote and use Integrated Risk Management in the field of Homeland Security.
The resulting white paper addresses the following major points:
- A chronological explanation of the development of risk management as a field of study, and its application to homeland security.
- Observations in 5 separate areas concerning the application of risk to homeland security.
- Recommendations in those same five areas.
- Collected comments on this subject from a variety of risk experts.
The paper represents the analysis and ideas of Dr McIntyre alone, and does not reflect the ideas or opinions of either HSI or the Department of Homeland Security.
Dr McIntyre is an author and teacher of national and homeland security strategy. During his 30 years of military service he served as the Dean of Faculty and Academics for the National War College. Since then he has served as the Deputy Director of the ANSER Institute for Homeland Security in Arlington, VA, and the Director of the Integrative Center for Homeland Security at Texas A&M. He is currently VP for Academic and Homeland Security Affairs at the National Graduate School.
